Independent evaluations

JRA’s portfolio of expertise includes independent evaluations for leading clients. Jill Rogers’ extensive experience in research supports this aspect of JRA’s work and together with Liberating Solutions we have undertaken a number of independent evaluations. The most recent of these are described below.

Sickle Cell and Thalassaemia Programme evaluation
The NHS Sickle Cell and Thalassaemia (SC&T) programme is a key part of the National Antenatal and Newborn Screening Programme. The SC&T programme commissioned JRA and Liberating Solutions to carry out an independent interim evaluation to inform and direct its development over the next five years and to help share good practice and learning with other relevant NHS work streams.

Our approach was to deliver an evaluation strategy that addressed the multi-dimensional nature of the programme at a macro level. The evaluation adopted a mixed method multiple case study approach and was sensitive to these political and social complexities and was concerned with the efficacy of the programme and achievement against the intended aims and objectives. The evaluation team conducted extensive interviews, documentary analysis and case study work and analysed the results. The results were presented to a national workshop chaired by the Archbishop of York, the Reverend John Sentamu. The results have been instrumental in guiding the next stages of the Programme Centre’s work.

The Programme Centre have found the evaluation fantastically helpful and we are now starting to plan how we are going to deal with the issues raised.’
Dr Elizabeth Dormandy, Deputy Programme Director, SC&T Programme Centre

Consultancy to Education Lead UK NSC
JRA and Liberating Solutions have been commissioned by the Education Lead UK NSC to provide support and consultancy to a range of work. Examples of this ongoing consultancy work include:

e-Learning resource: Advising on the content and structure of a new multidisciplinary e-Learning resource which provides an overview and update of all the antenatal and newborn screening programmes and addresses generic screening issues such as informed choice. We subsequently edited the resource electronically and prepared a bank of MCQs that users can access to test their understanding of the material.

Development of Laboratory Education Strategy: Scope the current provision of education about screening for laboratory staff; organise a national workshop of interested parties to focus on generic issues and to agree that way forward for the development of a generic screening education resource. Prepare a post-workshop report and recommendations for the way forward.

Survey of student views for the Open University
The Open University (OU) commissioned JRA to conduct a small number of in-depth interviews to elicit students’ views of a specific course. Together with the OU the interview schedule was prepared, JRA made the arrangements to carry out the telephone interviews, conducted them and transcribed the recordings. A report of the key findings was prepare and submitted to the Open University.
